Important Update: Changes to AWS SaaS Marketplace Rules May Impact Your PPA Commitments

AWS has announced an important update to its SaaS policy in AWS Marketplace, which will take effect on May 1, 2025. This change will impact how customers can apply their Private Pricing Addendum (PPA) or Enterprise Discount Program (EDP) commitments—also known as commitment spend retirement—towards SaaS purchases made via AWS Marketplace.

Historically, you could expect some or all of your AWS Marketplace spend to count toward their commitment spend, depending on the contract terms and the product type. However, under the new policy, only SaaS products that are fully deployed on AWS infrastructure will qualify for commitment retirement.

This means that from May 1 onwards, any Marketplace SaaS product that is not 100% hosted on AWS will no longer count toward a  your contractual spend commitment. You will still be able to purchase and use these products via the Marketplace, but those purchases will not reduce your committed spend.

To help you identify which products are eligible under this new policy, AWS will introduce a new eligibility tag within the AWS Marketplace catalogue. This tag will indicate whether a product is fully deployed on AWS and qualifies for commitment spend retirement. The tagging system will go live on the same day the new policy takes effect—May 1, 2025. Until then, you won’t be able to distinguish eligible products within the Marketplace interface.

There are some important clarifications around how this change will be applied:

  • Only the invoice date matters when determining whether a purchase qualifies. Any invoices dated on or after May 1, 2025 for non-qualifying SaaS products will not contribute to commitment spend, regardless of when the deal was signed or the Private Offer was accepted.
  • Invoices dated before May 1, 2025 will continue to count toward commitment spend, even if the SaaS product is not fully deployed on AWS.
  • Products specifically designed for data or workload migration to AWS may still qualify, provided that AWS is the only supported destination and the control and application planes run entirely on AWS.

It’s important to note that this policy applies only to SaaS listings in AWS Marketplace. Other product types, such as AMIs and Containers, remain unaffected. Professional Services, as per current policy, continue to be excluded from commitment retirement.
